Description
NASA/GSFC plans to issue an Invitation for Bids for the construction of a new Mission Launch Command Center at Wallops Flight Facility, Wallops Island, Virginia. The requirement is for the construction of a new 14,174 SF, LEED Silver single story facility, to include miscellaneous site work including asphalt and concrete paving and construction of storm water structures, extension of communications duct bank, electrical duct bank, connection to existing water, electric and sanitary systems. The building will consist of a steel frame with concrete masonry unit exterior construction, modified bitumen roof, glass and metal storefront and curtain wall systems, HVAC system and electrical systems, interior architectural finishes, and LEED Silver documentation and certification as well as enhanced commissioning of the facility before Government acceptance. The potential Contractor shall be required to demonstrate prior LEED and enhanced commissioning experience and capabilities.
The order of magnitude for the procurement is between $5,000,000 and $10,000,000 and the effort shall be completed within 365 calendar days after notice to proceed. A bid guarantee, performance and payment bond will be required.
This procurement is a total small business set-aside. The NAICS Code and small business size standard for this procurement are 236220 and $36.5, respectively.
The anticipated release date of the IFB is on or about June 30, 2015 with an anticipated offer closing date of on or about July 28, 2015. The firm date for receipt of bids or proposals will be stated in the IFB. Award is contingent upon availability of funds.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html . The solicitation and any documents related to this procurement will be available over the Internet. It is the offeror’s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit will be held. Time and location will be stated in the IFB.
No provision in this notice in any way obligates the Government to pay any bid preparation costs. All contractual and technical questions must be submitted in writing. Telephone questions will not be accepted.
