Description

 

This synopsis replaces a previous synopsis issued under Reference Number AFP-KSC-VABHB2-MLP-2015; NASA is issuing this new synopsis because of a change in the Classification Code. The Classification Code is changed from X-Lease or rental of facilities to M-Operation of Government-owned facilities.

 

The following information is preliminary and subject to change.

 

The National Aeronautics and Space Administration (NASA), John F. Kennedy Space Center (KSC), provides notice that the Agency will issue an Announcement for Proposals (AFP) seeking proposals from qualified entities interested in using KSC’s Vehicle Assembly Building, High Bay 2 (VAB HB2) to provide commercial space launch services, including assembly, integration, and testing of launch vehicles. In addition to VAB HB2, KSC has three (3) Mobile Launcher Platforms (MLPs) available for use in the provision of commercial space launch services.

 

The VAB HB2 is a launch vehicle processing cell available for use by a commercial company or consortium, or other U.S. domestic entity, including state agencies, to provide commercial space launch services.

 

NASA will continue to use and occupy the VAB, and will act as the site operator for the VAB under any use arrangement. Agreement terms and rates are to be determined.

 

Commercial use of VAB HB2 and MLPs will support NASA in fulfilling its mandate to “seek and encourage, to the maximum extent possible, the fullest commercial use of space.” 51 U.S.C.  20112(a)(4). Such use is also authorized under the Commercial Space Launch Act, 51 U.S.C.  50913(a)(1), which encourages acquisition by the private sector and State governments of launch or reentry property of the U.S. Government that is excess or otherwise not needed for public use. NASA seeks agreements with commercial companies or consortiums or U.S. domestic entities, including state agencies, to use VAB HB2 and/or MLPs to provide commercial space launch services. Successful proposers will demonstrate the financial and business resources, as well as the technical capability and past experience, to make the fullest commercial use of VAB HB2 and/or MLPs.
