Description

NASA/JSC has a requirement for Neurobehavioral Conditions List (Research Requirements) task.

NASA/JSC intends to purchase the items from Personnel Development & Hiring.

The Principle Investigator for Personnel Development & Hiring has unique expertise and prior experience in working with the relevant NASA subject matter experts as well as prior experience in working with the military. Most importantly, the previous work on isolated confined extreme environments is not published and therefore cannot be utilized by other companies. In addition, the team composed for this project has unique expertise in developing models for well-being and individual resilience. The level of systematic data analysis provided by the vendor for this specific task has been reviewed in a previous project demonstrating the unpublished data that this project requires.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 17, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
