NASA/MSFC has a requirement for international Arctic research and development services involving developing and implementing terrestrial and maritime science climate modeling, environmental research, and operaitonal observation data sets for near term and long term forecasting. This is a follow-on-contract for continuation of activites implemented under the VCSI Cooperative Agreement. The ACE Project research and development effort is directed to address the Common Operating Picture (COP) for the unique mission of Alaskan Command/JTF Alaska and will focus on (1) evaluation of current ACE models and data sets (2) assessment of unique COP requirements and priorities that will develope enhanced data sets, models and operational functional capabilities for ACE.

 

NASA/MSFC intends to procure services for the ACE Project from The University of Alaska Fairbank, Internaitonal Arctic Research Center (IARAC). The UAF IARC is uniquely positioned to continue to perform this support as a result of the relevance of their national and internaitonal Artic mission. In addition, the IARC directly supports advanced computation development of models enabling applications research.

 

The Government does not intend to acquire a commercial item using FAR Part 12.

 

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on October 21, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
