Description
The National Aeronautics and Space Administration (NASA) invites Industry to submit a response to this Request for Information (RFI) to assist NASA in the planning for a new Exploration Upper Stage Engine (EUSE) acquisition development. Detailed background information and areas of specific interest are included in the attached PDF file. The information obtained will be used by NASA for planning and acquisition strategy development and to allow industry the opportunity to provide beneficial cost solutions for a planned evolution to the Space Launch System, verify reasonableness and feasibility of the requirement, as well as promote competition. NASA will use the information obtained as a result of this RFI on a non-attribution basis. Providing data/information that is limited or restricted for use by NASA for that purpose would be of very little value and such restricted/limited data/information is not solicited. No information or questions received will be posted to any website or public access location. NASA does not plan to take further action regarding any individual responses received. However, should NASA choose to proceed with a Procurement process, any updates to the EUSE development and acquisition plans would be provided at an Industry Day after release of a draft Request for Proposal.
Any organization that intends to respond to this RFI is requested to email a “Notice of Intent” to the Point of Contacts listed below within 7 business days of this RFI posting date. However, failure to submit a notice of intent does not preclude anyone from submitting a response.
This RFI is not to be construed as a commitment by the Government nor will the Government pay for information solicited. The Government does not presently intend to award a contract at this time. A determination by the Government to procure this requirement based upon responses to this notice or other market research is solely within the discretion of the Government. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI is subject to FAR 52.215-3. Respondents will not be notified of the results of the evaluation. Oral communications are not acceptable in response to this notice. Any responses to this RFI that are subject to export controlled items should be properly marked as such.

All responses should be provided in MS Word document format via electronic media and include the Reference Number: SLS-EUSE-NNM15ZPS001L. Font should be Times New Roman, size 12. No solicitation for this requirement currently exists. It is the potential offeror’s responsibility to monitor these sites for the release of any amendments to this RFI or if released, future solicitation documents related to this synopsis.
