Description

The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) Wallops Flight Facility (WFF) plans to issue a Draft Request for Proposal (DRFP) for the NASA Sounding Rocket Operations Contract III (NSROC III). This is a Full and Open competitive follow-on contract for the support services currently being provided under contract NNG10WA17C.

The NSROC III acquisition is for services in support of NASA’s Sounding Rockets Program (NSRP). The proposed contract will serve as the principal mechanism for implementation of the NSRP. The NSROC III Contractor shall manage and be responsible for providing all associated services and supplies (except those provided as Government Furnished Property, such as military surplus rocket motors). As such, the Contractor shall design, fabricate, integrate, and perform flight qualification testing of sub-orbital payloads, provide launch vehicles and associated hardware, and provide services associated with subsequent mission launch operations. The NSROC III Contractor will conduct an estimated 18 launches per year throughout the Period of Performance (base two year period of performance, one two-year option period and one one-year option period).

The Contractor shall also be responsible for the operation and maintenance of facilities associated with implementation of the NSRP including technical laboratories, fabrication, environmental testing, and explosives storage. Using NSRP equipment and facilities, the NSROC III Contractor shall also be responsible for providing general services that may not be directly related to implementation of the NSRP such as: fabrication of mechanical, structural, electrical, and electronic hardware; environmental testing of flight and ground support hardware and systems; and a broad range of technical activities such as engineering studies, system and subsystem development, drafting and technician services, environmental studies, and education and public outreach services.

The NSROC III acquisition has been defined as a Full and Open competition, Cost-Plus-Fixed Fee with Technical Performance Incentives contracting vehicle with a total estimated value of $255M. The anticipated release date of the Draft RFP is on or about July 30, 2014 and the anticipated release date of the Final RFP is around September 2014. The Government intends to perform the evaluation in accordance with FAR Part 15. The Government anticipates a 60-day phase-in transition period.

The Government does not intend to acquire a commercial item using FAR Part 12.

The DRFP will be posted for information and planning purposes. No proposal will be requested at this time and no contract will be awarded as a result of the DRFP. Potential Offerors are invited to comment on all aspects of the solicitation including the requirements, proposal instructions, and evaluation approach. If your comments include recommendations for revisions, you must provide your rationale for such revisions. Comments will be accepted for approximately two weeks after the release of the DRFP, with the final date for communication to be specified in the DRFP cover letter.

The NAICS code and size standard selected are 541330 and $35.5 million, respectively. The subcontracting goals established for this procurement are as follows: Total Small Business: 25%, Small Disadvantages Business 5.0%, Women Owned Small Business 3.5%, HBCU/OMI 3.0%, HubZone Small Business 2.0%, Veteran Owned Small Business 4.0%, and Service Disabled Veteran Owned Small Business 1.0% (These rates are not aggregate of each other).

Reference Library: In order to assist potential Offerors in familiarizing themselves with the nature of the services required to support the NSROC III acquisition, a reference library will be established on the internet. The URL will be provided prior to DRFP release.

Draft Statement of Work: Will be released the week of July 7, 2014 for informational purposes.

When the Final RFP is issued, all responsible sources may submit an offer which shall be considered by the agency.
