Description
Introduction: This Request for Information (RFI) is intended to solicit responses from the broader spaceport community to enable KSC to continue its transformation into a multi-user spaceport. This transformation is based upon the effective utilization of land assets that have been identified in the 2013-2032 KSC Master Plan. This RFI is intended as a means to identify potential partnership opportunities for: the expansion of non-NASA launch operations and launch support functions at KSC; activities related to the assembly and processing of payloads or launch vehicles; and/or additional ventures that encourage activities in space. The Master Plan describes the vision and supporting activities that will enable KSC to continue to evolve into a multi-user spaceport supporting both government and commercial operations. Purpose of this RFI: The purpose of this RFI is to conduct market research to identify potential partners who are interested in developing vacant land consistent with the land use requirements outlined in the KSC Master Plan. To assist respondents in understanding the geographic area and related land use requirements is the KSC Master Plan Future Land Use Map (Attachment 1). The Future Land Use Map shows the extent of Functional Areas and where potential operations will be located. Respondents will need to visit the KSC Master Plan website at http://masterplan.ksc.nasa.gov/ to obtain Land Use Descriptions and Future Development details. It is important for respondents to understand the land use descriptions and future development details in order to submit a useful response. A question and answer period will be available as a part of this RFI. Respondents having questions regarding land uses or other issues should submit questions to the Points of Contact listed below, on or before 12:00 pm local time on June 10, 2014. All questions received by this date will be answered. NASA will disclose all questions received and provide the respective answers via an amendment to this RFI. Questions received after the due date will not be answered.
This RFI asks responders to:
* Describe the intended use for the development and specific locational requirements they may have (e.g. line-of-sight, near transportation corridor, etc.).
* Describe the operational requirements of the proposed development, including an ideal and minimum land requirement (in acres), estimated height requirement for buildings/structures, and the types of hazardous operations that may occur within the property.
* Describe the timeframe for the proposed development.
* Describe the preferred duration of KSC Land Use. Note: NASA policies and land use requirements may place restrictions on term length. If NASA determines that it is in the government’s best interest to make vacant land available, formal competitive announcement(s) may be issued at a later date. Competitive announcement(s) would provide all potential respondents a fair opportunity to propose and request land for development. NASA expects potential partner(s) to be fully responsible for the development, construction, operations, and maintenance of the facility and land. NASA KSC also seeks to ensure broad awareness and visibility of this RFI. All categories of U.S. domestic entities including commercial, federal and state organizations are encouraged to submit responses to this RFI. Response Instructions: The requested responses are for information and planning purposes for NASA KSC only. NASA does not intend to post information or questions received to any website or public access location, except for the question and answer period described above. NASA does not plan to respond to the individual responses received from this RFI. NASA reserves the right to share all information received in response to this RFI throughout NASA and with its Federal and State Government Partners. It is not NASA’s intent to publicly disclose proprietary information obtained through this RFI; therefore, if proprietary information is included, it should be clearly marked. NASA will protect such data from public disclosure to the extent permitted under the Freedom of Information Act and other laws and regulations. All responses must be submitted in Portable Document Format (PDF) via email to both: Steve.Parker@nasa.gov and nancy.a.potts@nasa.gov Font should be Times New Roman, size 12. Responses should not exceed five (5) pages and should reference “RFI-KSC-Land-Assets-2014”.
Responses are due on or before 12:00 pm local time, July 11, 2014. Responses received after the due date may not be considered. Respondents will be sent an acknowledgment upon receipt of their response. NASA reserves the right to conduct follow-up interviews with respondents to clarify responses, if needed. Additional Information: This preliminary information is being made available for planning purposes only. It does not constitute a Request for Proposal, Invitation for Bid or Request for Quotation, and it is not to be construed as a commitment by the Government to enter into a contract or other type of agreement. Moreover, the Government will not pay for the information submitted in response to this RFI, nor will the Government reimburse respondents for costs incurred to prepare responses to this RFI. No solicitation exists at this time; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on FedBizOps and on the NASA Acquisition Internet Services (NAIS). It is the respondent’s responsibility to monitor these sites for release of any solicitation or synopsis. NASA reserves the right to amend or withdraw this
Request for Information at any time. Comments and Questions: Comments and questions must be submitted in writing via email to both Steve Parker (steve.parker@nasa.gov) and Nancy Potts (nancy.a.potts@nasa.gov), by 12:00 p.m. local time on June 10, 2014.
