Description

NASA/ARC’s Emerging Space Office (ESO) plans to issue a NASA Research Announcement (NRA) for economic research on the emerging space ecosystem and to identify, monitor and evaluate concepts that encourage emerging commercial and private-sector space capabilities in a manner that promotes U.S. economic growth or provides other important benefits to the public.

**This synopsis is not a solicitation. Proposals are not being accepted at this time.**

The Government does not intend to acquire a commercial item using FAR Part 12.

The applicable NAICS Codes and Size Standards are: – 541720 (Research and Development in the Social Sciences and Humanities), $19.0M. – 541712 (Research and Development Physical, Engineering, Life Sciences), 500 employees. – 541711 (Research and Development in Biotechnology), 500 employees.

Participation in this program is open to all categories of U.S. organizations, including educational institutions, industry, nonprofit institutions, as well as NASA Centers, and other U.S. Government agencies. Historically Black Colleges and Universities, other minority educational institutions, and small businesses and organizations owned and controlled by socially and economically disadvantaged individuals or women are particularly encouraged to apply. Teaming and partnerships are permitted.

The anticipated release date of the NRA is on or about May 21, 2014. It will be available electronically through NSPIRES by going to http://nspires.nasaprs.com or via Grants.gov.

It is anticipated that the due date for proposals will be July 7, 2014. An emailed Notice of Intent (NOI) is requested to assist NASA in assessing possible response. Detailed instructions will be included in the NRA.

It is the offeror’s responsibility to monitor the Internet site for the release of the announcement and amendments (if any). Potential offerors will be responsible for downloading their own copy of the announcement and amendments (if any).

Notwithstanding the posting of this opportunity at FedBizOpps.gov, Grants.gov, or at both sites, NASA reserves the right to determine the appropriate award instrument for each proposal selected pursuant to this announcement.
