Description
NASA/GSFC has a requirement for services provided in connection with a NASA Maturation of Instruments for Solar System Exploration (MatISSE) instrument development effort entitled “Linear Ion Trap Mass Spectrometer (LITMS)” and a related NASA Exobiology effort entitled “Organic Synthesis in Hypervelocity Impacts on Water Rich Bodies (H2OSHI)”.
This support is structured in a set of five tasks:
1. Support LITMS design by developing and analyzing new capabilities on comparable instrumentation;
2. Support LITMS design by developing methods to assess the effects and capabilities of precision sampling;
3. Support LITMS characterization and optimization by comparing spectra from selected Mars analog samples;
4. Support H2OSHI and LITMS by carrying out test analyses of selected analytes in relevant matrices; and
5. Support H2OSHI through development of apparatus such as the Laser Impact Mass and Energy Spectrometer (LIMES).
NASA/GSFC intends to purchase the items from C & E Research, Inc pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. To our knowledge, no other vendor has the institutional knowledge, experience and intimate understanding of the hardware or experiments required.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities statement to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on April 2, 2014. Such statements will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
