Description
NASA/ARC plans to issue a Request for Proposal (RFP) for the Entry Systems Technology Research and Development (ESTRAD) requirement. The follow-on requirement to contract NNA10DE12C, entitled Space Technology Research and Development (STRAD) is referred for the recompete as ESTRAD.
An estimated schedule of milestones can be found below. This pre-solicitation synopsis is issued to replace the Request for Information Sources Sought Synopsis posted on May 9, 2013.
This requirement will be issued as Small Business Set-Aside procurement. The NAICS Code and Size Standard are 541712 and 500 employees, respectively.
A Draft RFP (DRFP) will be posted, which will seek comments from interested parties.
The tentative ESTRAD schedule is as follows:
Board Established – February 2014 Final RFP – June 2014 Contract Award – October 2014
As the procurement moves forward more specific updates will be provided.
The Government does not intend to acquire a commercial item using FAR Part 12.
This procurement will be for 5 years with a two-year base period and three one-year options. The purpose of this contract is to provide support to the Entry Systems and Technology Division at NASA Ames Research Center to carry out their varied research programs.
This document describes the current and anticipated research programs of the Division. The major objective is the development of technologies for use in the design and fabrication of prototype vehicles that travel at hypervelocities in the atmosphere of Earth and other bodies in the solar system. Other projects include NASA missions in nanotechnology, advanced materials, sensors and devices. The work will be performed primarily at Ames Research Center (ARC), Moffett Field, California.

No solicitation has been issued; therefore, do not request a copy of the solicitation. It is the potential offeror’s responsibility to monitor Federal Business Opportunities (FedBizOpps/FBO) and the NASA Acquisition Internet Service (NAIS) for the release of a solicitation and amendments (if any). Prospective offerors shall notify this office of their intent to submit an offer.
Notification is hereby provided of the availability of the Contracting Officer and Technical Representative to meet with interested parties on Mondays through Thursdays from 9:00 am to 2:00 pm for one half hour meeting once before the draft Request For Proposal (RFP) is released and once after the draft RFP is released.
