Description
NASA/ARC plans to issue a Request for Proposal (RFP) for the NASA Academic Mission Services (NAMS) requirement. The NAMS contract will provide Ames Research Center (ARC) with capabilities to fulfill mission requirements from fundamental research and development through field-test deployments and operational science missions. This effort will provide academic or university-based research support for science and engineering teams at the Center. Proposers will need to demonstrate effective methods for attracting and retaining leading edge researchers and facilitating interactive participation and engagement of researchers and students with NASA ARC.
An estimated schedule of milestones can be found below. A previous Sources Sought Notice (NNA1488849L) for this requirement was posted on August 22, 2013 as part of ARC’s market research.
The Government does not intend to acquire a commercial item using FAR Part 12.
Based on the results of market research, NASA/ARC intends to limit competition for this requirement to domestic degree-granting universities, university systems, or non-profit organizations using the authority of Federal Acquisition Regulation (FAR) 6.302-3 ”Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services”.
The NAICS Code and Size Standard are 541712 and 500, respectively.
All responsible sources may submit an offer which shall be considered by the agency.
A Draft RFP (DRFP) and Draft Statement of Work (SOW) will be posted initially, which will seek comments from interested parties. The tentative NAMS schedule is as follows: Issuance of Draft RFP/ Solicitation – December 2013; Pre-Proposal Conference – January 2014; Comments on Draft Solicitation – approximately 1 week after Pre-Proposal conference; Final RFP – March 2014; Proposal Due Date – May 2014.
The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
