Description
NASA/Goddard Space Flight Center has a requirement for the Wallops Flight Facility (WFF) to extend the period of performance of the Wallops Institutional Consolidated Contract (WICC) for a period of 10 months with 4 additional one-month options for the Core and IDIQ requirements while a follow-on contract is awarded. In addition to the extension of the period of performance, the ceiling amount for the total contract will increase by $20M for the Core.
This extension will potentially extend the IDIQ order period to April 30, 2014. Currently evaluations of the WICC II proposals are ongoing with an anticipated award date of November 8, 2013 to include 60 day phase-in period anticipated actual start date of January 8, 2014. NASA/GSFC/WFF intends to purchase the items from Cube Corporation doing business as VT Group (hereafter known as VT Group). Under the authority of 10 USC 2304(1)(c) implemented by FAR 6.302-1, Only One Responsible Source, VT Group is the only responsible source capable of providing continued, inclusive, total institutional and mission support to NASA and Navy in the on-going functional statements of work. The Statement of Work includes facility engineering, operations and maintenance; logistics; health; environmental; reproduction; and emergency services and financial services to support programmatic operations. A determination by the Government not to compete this proposed effort on a full and open competition basis is solely within the discretion of the government. The period of performance for this extension is a period of 10 months commencing March 1, 2013 through December 31, 2013 with 4 additional one-month options (January 1, 2014 thru April 30, 2014) for the Core and IDIQ requirements.
