Description

THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR INVITATION TO BID NOTICE. NASA/JSC has a requirement for the continued support to the Bioastronautics Contract in the Human Health and Performance Directorate.

The purpose of this synopsis is to inform industry of NASA’s intent to increase the “not-to-exceed” value to the Bioastronautics Contract, NAS 9-02078. The Bioastronautics Contract provides medical services, human adaptation & environmental factors research, technology development, engineering, operations support, science & mission integration, flight hardware development and other related products and services supporting the Space Life Sciences Directorate at the Johnson Space Center.

Wyle Laboratories, Inc. is the incumbent contractor for the Bioastronautics Contract providing critical support since contract start on May 1, 2003, giving them a unique knowledge and understanding of the full spectrum of Life Sciences activities to sustain healthy human life in the harsh environment of space. Wyle possesses critical skills necessary to continue operational support of the International Space Station (ISS) Program. Additionally support to the Multi Purpose Crew Vehicle Program (MPCV).

The increase to the “not-to-exceed” value to the existing Bioastronautics Contract will ensure cross utilization of resources across all programs and will provide seamless operations support to the ISS and MPCV Programs. The ISS support provided by Wyle under the Bioastronautics Contract is critical due to the nature of on-orbit anomaly resolution that requires real-time decisions associated with complex medical and technical solutions of an on orbit crew.

This action will not extend the current contract term. The period of performance of the Bioastronautics Contract is from May 1, 2003 to April 30, 2013.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on November 16, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
