Description
NASA/ARC intends to extend contract NNA12AA24C with ASRC Research & Technology Solutions (ARTS) pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source. The period of performance will be extended for a potential eighteen-month period.
The extension will begin January 1, 2013 and end June 30, 2014 to (1) allow sufficient time to finalize contract award activities associated with the new procurement, Project and Engineering Support Services (PESS), and (2) provide continuity of critical engineering support in the small spacecraft development area, including the following projects that are scheduled to launch in late 2013: Lunar Atomosphere Dust Environment Explorer (LADEE), Comprehensive Hierarchial Aeromechanics Model (CHARM), Edison Edison Demonstration of Smallsat Networks (EDSN), Nanosatellite Launch Adapter System (NLAS), SporeSat, and EcAMSat. The extension includes time for any slips in the scheduled launches. The current contractor, ARTS, is considered the only capable contractor that can meet NASA/ARC’s needs given the short period performance for this extension. Additionally, competing the requirement for a period of up to eighteen months would not be possible given the end date of the current contract and the strict requirement of uninterrupted support. Awarding the potential eighteen-month contract extension to another contractor at the same time the new requirement is in process would result in substantial duplication of cost to the Government that is not expected to be recovered through completion of the extension as well as unacceptable delays in fulfilling NASA/ARC’s critical requirements.
The Government does not intend to acquire a commercial item using FAR Part 12.

Rodriguez, via email at AnJennette.C.Rodriguez@nasa.gov, not later than 1:00 p.m. Pacific Standard Time (PST) on November 3, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
