Description
NASA/GSFC has a requirement to test a 5 Newton (1-lbf) High Performance Green Propulsion (HPGP) thruster.
NASA/GSFC intends to procure services from ATK. It is our understanding that ATK is the only vendor that can provide the HPGP thruster test article and the LMP-103s propellant that is required for thruster operation and testing.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00pm EST, September 24, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. It is the bidders’ responsibility to monitor this site for the release of amendments. Potential quoters will be responsible for downloading their own copy of this notice.
A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
