Description

NASA/GSFC has a requirement for the NIST Advanced Radiometer (NISTAR) Refurbishment Study Support. The services required are for pre- and post- refurbishment testing of the NISTAR instrument and to provide a study supporting observatory level activities through In-Orbit Checkout, development of science data processing algorithms and review of flight operations products associated with the instrument.

NASA/GSFC intends to purchase the items from L-1 Standards and Technologies Inc. pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source.

L1 Standards and Technologies is the only company which possesses the knowledge necessary for performing the operation of the NISTAR instrument using their unique knowledge of the instrument along with the required Special Test Equipment and documentation which is solely in their possession and necessary for completion of the task.

The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. EST on September 21, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
