Description

The NASA Shared Services Center (NSSC) has a requirement to procure organizational development services to assist senior leaders with developing and implementing a culture enhancement strategy at the NSSC. These services must be tailored to the needs of a Government shared services organization and leverage existing research already performed for public and private shared services organizations. The overall objective is to help senior leaders at the NSSC deepen their capacity and capabilities to take on and successfully address significant organizational challenges. These organizational development services are limited in scope and will require approximately 120 hours of consulting services over a 90 day period.

The NSSC intends to purchase these services from One21Five, Inc., 3422 Old Capitol Trail, Wilmington, DE 19808. Pursuant to FAR 13.106(b), the acquisition of these services has been determined to be reasonably available from only one source. Competition is impractical for the following reasons:

1) These organizational development services will leverage consulting work and training course work previously provided to NASA’s Glenn Research Center as part of their Leadership University Program. Through this work at NASA’s Glenn Research Center and previous work conducted for public and private shared services organizations, One21Five, Inc. and its principal staff have obtained a thorough understanding of the cultures that exist both within NASA and shared services organizations, which is not readily available elsewhere.

2) One21Five, Inc. and its principal staff have provided similar organizational development services for commercial clients, including a number of Fortune 500 shared services organizations, for the past two decades. This extensive familiarity with the unique organizational development needs of shared services organizations allows One21Five to provide a responsive, cost effective culture enhancement strategy solution, which is not readily available elsewhere.

3) One21Five, Inc. and its principal staff are recognized industry leaders in organizational consulting and have extensive experience advising public and private organizations with organization redesigns and restructurings, post-merger organizational integrations, functional shared services, continuous improvement programs, business turnarounds, creation of team-based structures, change leadership programs and organization culture change.

Interested organizations may submit their capabilities and qualifications to perform the proposed effort in writing to Ms. Amanda Mcinnis at amanda.t.mcinnis@nasa.gov, not later than 4:30 p.m. local time on August 24, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
