Description

NASA/GRC has a requirement for NASA Delay Tolerant Network (DTN) code base, known as Interplanetary Overlay Network (ION).

NASA/GRC intends to purchase the items from Ohio University. Ohio University has been providing this service for several years under Grant Number NNX09AD87G, and has intimate experience with the NASA ION code base and its support requirements. Ohio University currently maintains the existing automated build and test environment for the code that has been validated by the NASA DTN Research Project, maintains the secure code distribution servers and provides support services and documentation for the ION releases. Ohio University offers unique capabilities in support of the NASA DTN code base that would be difficult and unreasonable to attempt to recreate with another provider with the limited resources available to the project.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 23, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
