Description
NASA/MSFC has a requirement for Rocket Assist Take Off (RATO) Motors for subscale testing of the Space Launch System (SLS) vehicle to include complete drawing package, motor performance information, 2 spare igniters, and stress/loads analysis results. These motors are needed to meet the needs of SLS Model Acoustic Test (SMAT), a 5% acoustic scale model test to be performed at MSFC.
NASA/MSFC intends to purchase the motors from Alliant Techsystems, Inc. (ATK) for the following reasons:
1) The motor specifications required for the MSFC SLS Model Acoustic Test can only be met with the ATK RATO motor due to location of the igniter, head-end chamber pressure measurement capability, case diameter, and burn duration.
2) The ATK RATO motor was used and successfully fired 18 times during ARES I Scale Model Acoustic Test (ASMAT). The supporting test equipment will be re-used for SMAT. This equipment, including the 5% scale mobile launch platform, flame trench, and launch tower, was designed for use with the RATO motor. The use of a different motor would require either extensive modification of the existing test equipment or construction of new test equipment.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00p.m. local time on 03/26/2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
