Description

NASA/JSC has a requirement for Nomex Natural Fabric, Part Numbers (P/N) HT90-40. NASA intends to acquire 300 yards of P/N HT90-40.

NASA/JSC intends to purchase the item above on a sole source basis from Stern and Stern Industries, Inc. NASA/JSC selected Stern and Stern Industries due to special and extensive testing previously conducted at NASA’s White Sands Test Facility (WSTF). The above P/N has been approved for flight applications by NASA Materials Scientists. Resupply of the specific P/N is essential for multiple fabrications of pre-existing flight articles that are fabricated to specific flight drawings. Purchasing the items from another vendor would require additional testing at WSTF before the items can be classified as flight material. The testing will be a duplication of effort and substantially increase cost to the Government.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on March 22, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
