Description

The National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC) is seeking capability statements from all interested small business parties, including Small (SB), Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SDVOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition for the Engineering Fabrication Services (EFS) procurement. The NAICS code is 336419, and the small business size standard for this acquisition is 1000 employees. The Government reserves the right to consider a Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SDVOSB), Historically Underutilized Business Zone (HUBZone) businesses, or Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) set-aside based on responses hereto.

Summary:

NASA/JSC is seeking potential small businesses that are capable of operating and maintaining the Engineering Directorate’s core manufacturing infrastructure. This infrastructure produces world-class hardware products ranging from prototypes to spaceflight hardware. This potential procurement includes the skilled manufacturing and fabrication personnel necessary to build and process components and assemble hardware. These positions include (but are not limited to):

1) Computer-Aided Drawing (CAD)/Computer Aided Manufacturing (CAM)/Numerical Control (NC) programmers: create and use solid models to generate post-processed, machine-specific tool path commands for cutting part features.

2) Computer Numerical Control (CNC) and manual machine machinists and operators: use NC code, or engineering drawings, to create engineered parts.

3) Welders: setup and execute load-bearing welds that can successfully pass required inspection criteria. They must also be able to pass rigorous, industry-standard testing.

4) Sheetmetal Fabrication and Assembly Technicians: fabrication, setup, attachment, fit-up, and adjustment of parts, to create piece parts and assemblies.

5) Model Fabrication Technicians: work with and combine a variety of materials to generate museum quality displays and model presentations for project visualization, customer communication, or historical document purposes.

6) Composite Fabrication Technicians: machine materials, bond structures, finish parts, develop and prepare molds, perform ply- or tow-layups, vacuum bagging, operate ovens and autoclave, part clean-up, assembly fitment, and detail, to create finished parts per engineering drawings.

7) Metal Finish Technician: prepare and process parts by painting, anodizing, plating, and marking.

8) Softgoods Technicians: fabricate parts using non-metallic and fabric stock materials.

9) Clean Room and Cleaning Technicians: maintain and operate cleaning line equipment and chemistry to support part, relief valve, and assembly processing. Provide staff to operate 1000 Class precision clean room.

10) Manufacturing Customer Representatives: provide customer liaison support for projects routed through the shop areas, including customer representation, planning, and expediting.

11) Shop Equipment and Facility Managers: coordinate the maintenance, repair, and upgrade of CNC and manual: lathes, mills, water knives, routers and sheet metal formation equipment. They will review and coordinate facility maintenance, upgrades, and changes. They will also provide assistance to management, shop staff, and customer personnel as required for safe and efficient facility use.

12) Supervisors: provide manufacturing planning, staffing, scheduling, work center coordination, and customer support.

13) Material Handlers: receive incoming materials, parts, and supplies. They will also prepare workpiece materials for part operations, route materials through the shop, and prepare items for outbound shipping.

14) Purchasing: use customer requirements to request vendor material and part bids. As well as procure parts, materials, and supplies, as needed to support job completion.

15) Manufacturing Engineers: provide customers with concurrent engineering support from a manufacturability perspective. They will review and mature designs by proposing fabrication techniques and alternative methods of construction that may save time and reduce cost.

16) Safety & Mission Assurance Support: provide safety oversight for all shop operations. Also, provide in-process inspectors for welding and pressure systems work.

Responses must include the following:

1. Name and address of firm

2. Small business type, (SB), (SDB), 8(a), (WOSB), (VOSB), (SDVOSB), (HUBZone) (HBCU)/(MI)

3. Average annual revenue for past 3 years and number of employees

4. List of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact – address and phone number).

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.

This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
