Description
NASA/MSFC plans to issue an Invitation for Bids (IFB) for Demolition of Test Stands 4548/4588, Lab Building 4614, and Test Control Building 4716. The work to be performed under this project consists of providing the labor, equipment, and materials to demolish Test Stands 4548, 4588, Lab 4614, and Building 4716 at the Marshall Space Flight Center, Alabama. All demolition debris will be recycled and/or disposed of in accordance with all applicable environmental regulations. The 4588 and 4548 test stands are co-joined structural steel stands. The work will consist of removing the aboveground structures carefully as not to damage the concrete blockhouse and adjacent buildings that will remain. It will also require the removal of several tanks and turbo pumps from the stands, which will remain the property of NASA, and the rerouting of electrical cables and high pressure piping. Building 4614 is a 3500 square foot concrete block structure with a steel tower and several small out buildings. The work will consist of removing all buildings, the tower, slabs, footings, foundations, and pavement. Building 4716 is a reinforced concrete structure of about 1200 square feet. The work will consist of removing the building, slabs, footings, and foundations.
The order of magnitude for the procurement is $250,000-$500,000 and the effort shall be completed within 270 calendar days after notice to proceed. All packages requested must be in writing and contain the Company Name, Address, and Phone/Fax numbers. Request for IFB packages should be made to the below listed personnel. Safety records of the prime contractor and subcontractor will be a consideration at award time and the prime contractor must have an EXPERIENCED MODIDIFICATION RATING (EMR) of 1.0 or less and proof included within the bid package. The prime subcontractors EMR rating shall be no more than 1.1. Requests for IFB packages will not be accepted less than 10 days prior to bid opening.
Award of this project is contingent upon the availability of funds. This procurement is a total small business set-aside. The NAICS Code and small business size standard for this procurement are 238910 and $14 million, respectively. The anticipated release date of the IFB is on or about November 15, 2011, with an anticipated offer closing date on or about December 15, 2011. The firm date for receipt of bids or proposals will be stated in the IFB. All responsible sources may submit a bid which shall be considered by the agency.
The solicitation and any documents related to this procurement, with the exception of the specifications and drawings, will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
