Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.
NASA/KSC has a requirement to upgrade the voice equipment for the NASA MARS Science Laboratory launch on November 25, 2011. The equipment must be delivered by October 21, 2011 to meet mission requirements. NASA/KSC intends to purchase the items from Quintron Systems, Inc. NASA/KSC originally purchased the current Voice Communication System from this contractor. The VCS uses unique Voice Over IP (VOIP) architecture, and software is proprietary to the manufacturer.
Please not that FOB destination to KSC (32899)is required. Partial delivery is acceptable. All items except the headsets must be delivered by 10/21/11. The headsets shall be shipped immediately when available or delivered no later than 11/30/11.
The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their specific detailed capabilities and qualifications to perform this effort in writing (email) to the identified point of contact not later than 12:00 p.m. local time on Friday, September 2, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
