Description
NASA Ames Research Center (ARC), Moffett Field, CA intends to issue Request for Proposal (RFP) NNA11392966R for the Relocation of the Mirror Coater System from NASA Ames Research Center (ARC) to NASA Dryden Aircraft Operations Facility (DAOF). The contractor will plan and execute the move of the SOFIA Mirror Coater and Coating Facility Ground Support Equipment (GSE) from hangar N-211 at NASA Ames Research Center (ARC), Moffett Field, CA to newly constructed clean room facilities at the NASA Dryden Aircraft Operations Facility (DAOF), Palmdale, CA. These efforts include pre-move assessments, documentation, and inspections, system preparation, dismantling, packaging, transportation, unpacking, reassembly, hookup to facility power, and performance testing. Additionally, this contract will include the associated planning and scheduling of activities, and working with other Government-designated operations personnel to ensure the system is installed and fits appropriately within the new facility. This solicitation will be issued as 100% set-aside for small businesses; Primary NAICS Code is 488991 – Packing and Crating; Size Standard $25.5 million. This procurement encompasses various industries and includes requirement for engineering services and cryogenics expertise. Service Contract Act (SCA) wage rates are applicable to this procurement. We anticipate a single award of a Firm Fixed Price contract; award may be made without discussions if it is in the best interest of the Government to do so.
Source Selection Evaluation criteria includes: Mission Suitability/Technical Capability, Past Performance, and Price. Mission Suitability and Past Performance criteria are significantly more important than price. The anticipated release date of RFP NNA11392966R is on or about 1 July 2011. The anticipated proposal due date is on or about 1 August 2011. The firm date for receipt of proposals will be stated in the solicitation.
The government will conduct one (1) organized site visit for both locations, ARC and DAOF. The site visit for Ames Research Center (ARC) at Moffett Field, CA is scheduled for Tuesday, July 12, 2011 at 1pm local time. Attendees shall meet at building N211, just outside room 121. The site visit for Dryden Aircraft Operations Facility (DAOF), Palmdale, CA is scheduled for Thursday, July 14, 2011 at 1pm local time. Attendees shall meet at the security trailer for badging adjacent to the hangar. In order to arrange access to each location, offerors planning to attend shall notify julie.schonfeld@nasa.gov no later than 2 PM local time on 11 July 2011. Provide the company name, names of representatives, number of representatives and citizenship. Offerors failing to do so may not have access to this site tour. Site visits are limited to U.S. citizens or legal permanent residents. Offerors are limited to 3 individuals per company. Offerors must follow these instructions carefully to ensure access to the site for the tours. Scheduling permits only one site tour for each location.
