Description

TITLE: NNA06BC19C, ELORET Corporation

NASA/ARC has a requirement to extend the performance period of the Aeronautics and Exploration Mission Modeling and Simulation (AEMMS) service contract for an additional six months. This extension will provide on-going mission critical support pending completion of the procurement process and award of the follow-on contract. A modification reflecting this extension will be issued on or before June 30, 2010, which is the expiration date of the current contract.

NASA/ARC intends to extend the period of performance of contract NNA06BC19C which was awarded to ELORET Corporation on May 19, 2005. This award was the result of full and open competition, after exclusion of sources, to a small business. The current contract consists of a five year performance period, commencing from July 1, 2005 through June 30, 2010.

NASA is using the authority under FAR 52.217-8, Option to Extend Services (NOV 1999), for the six-month extension consisting of a two-month base and four one-month option periods. The extension will result in a contract performance period of five years and six months, if all options are exercised by the Government.

The AEMMS contract includes mission-critical analytical and experimental support for various NASA programs including CEV Aerosciences and Thermal Protection System Insight and Oversight, CLV Risk Analysis, and, under the ARMD Hypersonics Project, and TSTO concept design in partnership with the U.S. Air Force. The AEMMS contract supplies NASA Ames with engineering and science services, including vehicle modeling and analysis, and analytical software tool development. Personnel skill sets include staff engineers, research and development scientists, computational fluid dynamics experts, and it support staff. Because ELORET possesses unique expertise in meeting the requirements of NASA Ames Research Center, no alternate source could adequately provide this support during this brief extension period.

The purpose of this contract action is to bridge the performance period between the end of the current contract and the anticipated award of the follow-on contract. Market research has been performed and the procurement process for the follow-on contract has commenced under NNA09274979R-NCV. The follow-on contract has been solicited on a competitive small business set-aside basis.

The Government requires continued performance of the services specified in the contract. Award to another source at the same time the follow-on competition is in process would result in substantial duplication of costs and unacceptable delays in fulfilling the Government’s requirements.

This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Notwithstanding this stated intent, interested parties may submit their capabilities and qualifications to perform the effort IN WRITING to the identified point of contact not later than 4:30 p.m. local time on June 10, 2010. Such communication of capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice.

The Government does not intend to acquire a commercial item using FAR Part 12. Responsible sources may submit an offer which shall be considered by the agency.
