Description

This action has been awarded under the American Recovery and Reinvestment Act of 2009. In compliance with this Act, the Government posts this notice that Task Order 2.1.9 was issued under contract NAS9-02078, the Bioastronautics Contract, to procure technical expertise for the Space Life Sciences Directorate’s contributions to NASA’s Commercial Crew and Cargo Program Office (C3PO). The technical expertise services provided under Task Order 2.1.9 are to provide updates to an initial set of Commercial Human Systems Integration Requirements, deliver a Commercial Medical Operations Requirements Document for application to commercial crew transportation services, and deliver a set of human-centered design processes to provide guidance for commercial spacecraft designers.

Modification 184 to contract NAS9-02078 was issued to fund Task Order 2.1.9.

Contract NAS9-02078 was awarded on a competitive basis. The Task Order was issued using the same cost-plus-award-fee (CPAF) contract arrangement that was established from the original contract award. A cost-type arrangement is appropriate due to uncertainties involved in performance of this effort that do not permit costs to be estimated with sufficient accuracy for the use of a fixed-price contractual vehicle. In addition, a CPAF contract was selected to provide the contractor the greatest incentive for efficient and economical performance, given the types of services to be performed. This Bioastronautics Contract has experienced personnel and documented performance to mitigate the Government’s risk.

In order to meet the requirements of the Recovery Act in the most prudent business manner, within the time constraints imposed, the existing Bioastronautics Contract is the most appropriate contractual vehicle for the work required.
