Description

NASA/GSFC has a requirement for professional consultant services for the NASA/GSFC Independent Integration Review Team (IIRT) as an Independent Review Team Member for the MAVEN Mission. The consultant will

1. Participate in reviewing the relevant documentation prior to MAVEN instrument, spacecraft and mission reviews. 2. Serve as a member of the MAVEN instrument, spacecraft and mission review panel. 3. Write and evaluate responses to Requests for Action (RFA), as applicable, generated at the MAVEN instrument, spacecraft and mission reviews. 4. Prepare MAVEN instrument, spacecraft and mission review materials and review assessment reports, as applicable. 5. Prepare a follow-on task plan, if requested.

NASA/GSFC intends to purchase the items from Martin Davis Consulting, pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Martin Davis Consulting has demonstrated experience with flight mission development and execution and space systems management for NASA in the past.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 20, 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
