Description

NASA/GSFC has a requirement for research assistance to support an approved Mars Data Analysis Program (MDAP) investigation “Buried Basins and the Early History of Mars” for a performance period of one year. The requirement is as follows:

1) Work with the Principal Investigator at Goddard to determine the crater retention ages for the surface of Mars using image, topographic and crustal thickness data. 2) Evaluate the new crustal thickness model MarsCrust3 for the presence of Circular Thin Areas (CTAs) and assess their likelihood of being previously unrecognized impact basins larger than 300 km in diameter. 3) Combine the inventory of likely CTA impact basins with those derived from a re-evaluation of Quasi-Circular Depressions (QCDs) and produce a global inventor of likely impact basins on mars >300 km. 4) Develop cumulative frequency curves for major physiographic provinces and large scale regional areas and derive crater retention ages for these areas; and 5) Use this relative age information to assess the timing of major events in early Mars history, including but not limited to the formation of the Mars crustal dichotomy, the age of very large impact basins, and the timing and duration of major resurfacing events.

NASA/GSFC intends to purchase the service from Temple University. This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 15, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
