This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. NASA/NSSC has a requirement for a course entitled “Systems Engineering Overview”. The objective of the training is for the employees at Kennedy Space Center to gain a general knowledge of sound concepts and practices of systems engineering, for application on contemporary programs with specific emphasis on the new NASA Constellation Program.
The course shall be tailored to NASA and teach the students a more consistent approach to systems engineering in a new environment, the skills necessary to enhance their team building, problem solving, decision making, and critical thinking skills. Instruction in common systems engineering language, systems engineering processes, systems engineering from a management perspective, how to conduct a requirements analysis, how to conduct a functional analysis, how to conduct a system analysis, how to build a successful systems engineering team, work breakdown structures, systems engineering cost estimation, risk management methodologies and the role of software management shall all be covered.
The vendor shall be responsible for providing all training materials. The vendor shall conduct one, 3-day session for 30 students. Training shall be held at NASA’s Kennedy Space Center on September 3-5, 2008.
All responsible sources may submit an offer which shall be considered by the agency. Offers for the items(s) described above are due by August 22, 2008 by 12:00 (noon) CST to Megan Willis, megan.m.willis@nasa.gov, or faxed to 228-813-6493 and must include, solicitation number, discount/payment terms, identification of any special commercial terms, and be signed by an authorized company representative. FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JUNE 2008), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.232-34. Telephone questions will not be accepted. Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the training offered meets the Government’s requirement.
