Description

NASA/GSFC plans to issue a full and open Request for Proposal (RFP)] for NASA Sounding Rocket Operations Contract II (NSROC II). This is a follow-on contract for the implementation of the NASA Sounding Rocket Program, NASA number, NAS5 98020. The Program uses expendable sub-orbital rockets to conduct a host of scientific missions for the study of near earth space environments and to advance new technologies. Individual mission requirements have historically involved the use of single and multi-stage sub-orbital vehicles lifting payloads with weights ranging from 30 pounds to 1500 pounds or more to altitudes ranging from 80 to 2000 kilometers or more. The time required to conduct a specific mission from payload design and development through launch will vary substantially and may range from a few months to two years or longer. Most of these missions are conducted from established launch ranges, while some are conducted as mobile launch campaigns from ranges that have been temporarily established. The anticipated launch rate is approximately 24 NASA science missions per year with a potential for additional missions from reimbursable customers both government and non-government.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

All responsible sources may submit an offer which shall be considered by the agency.

The anticipated release of a DRAFT RFP is on or about September 4, 2008. The anticipated release date of the RFP is on or about October 6, 2008 with an anticipated offer due date of on or about November 6, 2008 for Past Performance and November 21, 2008 for the Technical and Cost Proposal and other remaining proposal documents.

An ombudsman has been appointed — See NASA Specific Note “B”.

The solicitation and any documents related to this procurement will be available over the Internet.
