Description
NASA/NSSC has a requirement for a course entitled “Pro/Engineer Precision Learning” to be conducted at NASA’s Johnson Space Center. The objective of this course is to provide expert insight and mentoring services to Precision Learning Program participants in conjunction with the delivery of Precision Learning classroom workshops. Precision Learning mentoring will help participants apply the theories and ideas obtained in the classroom workshops to actual project work. Activities include: working with small groups to further expand on lessons taught; working with specific program teams to refine or develop methodologies that would positively impact their respective programs; and identification of opportunities for future Precision Learning activities.
The vendor shall conduct three months (April-June 2008) of assessments, onsite training, and weekly one-on-one mentoring meetings to develop curriculum that specifically addresses the proficiencies and skills gaps of the workshop participants.
The vendor will provide a comprehensive customized learning program consisting of three phases: planning, learning and validation. The planning phase shall identify user roles, build role-based curriculum paths and knowledge assessments, as well as execution of baseline knowledge assessments to enable customization of the curriculum. The learning phase shall consist of instructor-led workshops and mentoring to include eight 4-hour workshops culminating in Pro/Engineer training licenses. The final phase shall provide individual follow-up assessments as well as compilation of results to be presented back to the Center.
NASA/NSSC intends to purchase the training course from Parametric Technology Corporation (PTC), 140 Kendrick St, Needham, MA 02494-2714. Pursuant to FAR 13.106, the acquisition of these services has been determined to be reasonably available from only one source. Competition is impractical for the following reasons: 1) Precision Learning Workshops are offered exclusively by PTC; 2) PTC training specialists use a concrete learning methodology to determine individual user needs and match them to PTC software-training programs; and 3) PTC training specialists have the necessary experience and capability to design individual learning plans that include: knowledge assessments, curriculum plans based on assessment results, and training schedules.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Megan Willis at Megan.M.Willis@nasa.gov no later than 4:30 p.m. local time on March 19, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
