Description

NASA/MSFC is hereby soliciting information about potential sources to provide science and operational support for the Chandra X-Ray Observatory, one of the world’s most powerful tools to better understand the structure and evolution of the universe. This covers mission operations and data analysis, which includes the observatory operations, science data processing and the general and guaranteed time observer(astronomer)support. The operations tasks include monitoring the health and status of the observatory and developing and up-linking the observation sequences during Chandra’s communication coverage periods. The science data processing tasks include competitive selection, planning, and coordination of science observations with the general observers and processing and delivery of the resulting scientific data. Each year, there are on the order of 200 to 250 observing proposals selected out of about 800 submitted, with a total amount of observing time of about 20 million seconds. This effort began under contract NAS8-39073, continued under contract NAS8-03060, and is currently being performed by the Smithsonian Astrophysical Observatory in Cambridge, Massachusetts. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.

Interested offerors/vendors having the required capabilities to meet the above requirement should submit a capability statement of 10 pages or less indicating the ability to perform all aspects of the effort described herein.

This requirement is not considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101.

This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.

The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to MSFC, Procurement Office, PS51/Melinda Dodson, MSFC AL 35812 no later than 2:00 p.m. (central time), February 6, 2008. Please reference PS510108 in any response.
