Description

NASA/ARC has a requirement, in support of the new Vision for Space Exploration, to advance its capabilities in capturing business effectively and efficiently, to develop applications to improve its program management skills, increase the number of projects awarded to Ames, and the number of successful implementations. It must perform a research study focusing from global projects to global project business and an application focus that centers around “managing risk”.

NASA/ARC intends to purchase the performance of this study from US Scientific Research Association, Inc, a California corporation, a non-profit entity for Finland-based universities and research institutes to engage in research projects in California and the US; said universities include the Helsinki University of Technology (HUT). Helsinki University of Technology (HUT) and its Project Business Research Group with membership in the Global Project Strategies (GPS) research project previously provided the initial Phase 1 case study for this requirement. This Phase 1 study of Ames’ business development activities advancement was completed last summer through the GPS, which is an outgrowth of the Collaboratory for Research on Global Projects. Based upon this previous study performed by HUT, the US Scientific Research Association, Inc, as a non-profit entity for the Helsinki University of Technology, will have unique insight into Ames interests and requirements, and knowledge of Ames programs and projects; they can continue the research and analysis with a focus on how Ames can better identify and manage risk in its business development and project management activities.

In order to perform the second phase of this study, a new contractor must:

a) Have access to the expertise and unique project management analysis tools of the GPS program including a database of relationships with diverse organizations focusing on program management. b) Have insight to the organization and authority flow within NASA, its business processes and program management activities.

c) Have unique insight into Ames interests and requirements, and knowledge of Ames programs and projects and continue the research and analysis provided under Phase 1 with a focus on how Ames can better identify and manage risk in its business development and project management activities. Phase 2 of this study shall include risk management activities which will include guidelines and tools for project managers, an analysis tool for creating risk profiles, dynamic risk management and simulation, and creating and implementing risk management plans. The study shall also include gathering information about risk management processes in NASA and risk management practices in selected project and business cases, giving weekly briefings to management, and provide recommendations for improvement.

The contractor shall review documents, interview project and organizational managers, and key project personnel in order to define the current state. The contractor shall prepare and provide a current state report defining how selected Ames project and business cases identify and categorize risks and the risk mitigation strategies they employ. The contractor shall then conduct and formalize a comparative analysis of our policies and practices with industry, in particular, best case examples. Based on this analysis, the contractor shall make recommendations regarding Ames Research Center’s business practices and risk management processes. This second phase will assist Ames Research Center in further developing its business processes and project management activities that require continuity from prior analysis obtained during Phase I. The contractor shall perform the analysis of Ames’ project and business management activities and provide recommendations and tools to accomplish these requirements and shall provide the following deliverables on the dates specified:

1. Weekly briefings to the management on the status of project

2. Current State Report -July 30, 2007

3. Comparative Analysis of Policies & Practices with Industry – September 15, 2007

4. Recommendations regarding Ames business practices and risk management processes – September 15, 2007

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 28, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
