Description

NASA/MSFC has a requirement for independent special studies, technical systems analyses and assessments of selected NASA issues, programs, and projects. This requirement will be for a period of five (5) years.

NASA/MSFC intends to procure the services from The Aerospace Corporation, which is the only known independent contractor with the experience and skill mix available to meet the requirement. The uniqueness of the need for independent critical assessments or studies and requirement to independently report on the potential program or study risk to NASA/MSFC management for use in their decision making processes limits the potential contractors to those without a conflict of interest. The Aerospace Corporation, for example, is not involved in performance of the Discovery and New Frontiers Program which allows them to maintain their objectivity and independent status.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 12, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.
