Description

The Research and Technology (R&T) Directorate at the National Aeronautics and Space Administration (NASA) John H. Glenn Research Center intends to solicit contract proposals for research and technology development to advance the state-of-the-art technologies in support of NASA’s missions in space exploration, aeronautics, space science, and space operations, and in which educational elements are desirable. The proposal solicitation will be through a NASA Research Announcement (NRA). The anticipated release date of the NRA is March 2, 2007, with an anticipated offer due date on or about May 7, 2007. The level of total award for all tasks is anticipated to be up to $25M for FY 07-12, pending approved annual NASA budget levels.

The NASA Glenn Research Center (GRC) will issue the solicitation. This NRA solicits contract proposals in a multiple broad research and technology areas in which GRC is seeking ideas and solutions to questions germane to advancing the state-of-the-art. Areas of interest are: 1) High Temperature Materials and Structures, (2) Propulsion – Acoustics, Combustion, Engine Systems Analysis, Inlets, Nozzles, Icing, Turbomachinery, (3) In-Space Propulsion, (4) Power- Energy Storage, Power Generation, Energy Conversion, (5) Instrumentation, Sensors, Electronics and Controls, (6) Communications and Navigation, (7) Microgravity Research, and (8) Bioscience and Technology.

For this solicitation, we will seek contract proposals addressing research and technology developments at the fundamental and early stages of the technology cycle up to a system/component breadboard demonstration. The proposers must also meet the educational requirements delineated in the solicitation. As part of the requirements, the proposers must demonstrate the ability to advance the technology in support of GRC contributions to the NASA’s missions.

This NRA solicits contract proposals from educational institutions, non-profit organizations, and U.S. industry, which can advance the technology and address the educational requirements that will be described in this NRA. Also, proposers can request use of NASA Glenn Research Center unique facilities if these facilities are needed to perform the work detailed in their proposals. The structure of the NRA will require that proposals be submitted to the most relevant research and technology areas and addressing the educational elements, which will be described in the NRA. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code is 927110.

All responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed — See NASA Specific Note “B”.

These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
