Description

NASA/ARC has a requirement for support for the Lunar Crater Observation and Sensing Satellite (LCROSS) Mission and the development of future mission concepts. The contractor shall support ARC’s senior management team in the development of the Center’s initiatives to improve and expand program and project skills. The contractor shall provide support in analyzing requirements established by NASA HQ and translate those into lower level requirements and tasking statements. The contractor shall provide support in the analysis of options for the execution of projects as assigned by NASA HQ. The contractor shall provide support in the definition of integrated project mission requirements, project schedules and budgets, performance metrics, and assessment techniques. The performance period of the requirement is March 1, 2007 through September 1, 2008. The Contractor shall have demonstrated ability to satisfy the following requirements:

1. Experience in all aspects of NASA flight programs from initial concept through flight and data analyses.

2. Understanding and working knowledge of Kennedy Space Center, Johnson Space Center and other Center requirements and policies and working knowledge with key Center interfaces.

3. Comprehensive knowledge and implementation of NASA Procedural Requirements (NPR) 7120.5C.

4. Knowledge, experience and access to highly-experienced aerospace personnel in support of Earth orbiting and Deep Space satellite disciplines.

5. Working knowledge of NASA Exploration Systems Mission Directorate (ESMD) plans, policies, and architectures toward achievement of the Vision for Space Exploration (VSE).

6. Experience with NASA Ames policies, procedures, operating units, and key organizational elements.

7. Strong understanding and working knowledge of the Vision for Space Exploration (VSE) including, Robotic Lunar Exploration Program (RLEP) Lunar Precursor Robotics Program (LPRP), Constellation, and Human Systems Research and Technology (HSRT) Programs is required.

NASA/ARC intends to purchase the items from Logyx, LLC, Mountain View, California under the authority of 10 U.S.C. 2304(c)(5), based on the Statute Veterans Benefits Act of 2003 (15 U.S.C. 657f). The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Steven Yee via e-mail at Steven.M.Yee@nasa.gov not later than 4:30 p.m. local time on February 12, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
