NASA/MSFC has a requirement for International Space Station (ISS) Experiment Evaluations.

NASA/MSFC intends to purchase the service from Vanderbilt University on a sole source basis.

Vanderbuilt University has unique and invaluable experience in conducting the drop-bubble experiments directly relevant to the Pore and Mobility during Controlled Directional Solidification in a Microgravity Environment (PFMI) and In-Space Soldering Investigation (ISSI) as demonstrated in USML-1 and USML-II missions. Revelant experience includes several NASA space flights (SL-3, USML-1, USML-II) where this unique expertise in microgravity fluid flow problems was critical to the timely success of this experiment.

The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Judith R. Drabkin at Judith.R.Drabkin@nasa.gov no later than 4:30 p.m. CST on January 29, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
