Description

NASA/SSC plans to issue a sole source, firm fixed price, contract to the Hancock County Mosquito Control Commission for mosquito treatment in the SSC buffer zone. This treatment is inclusive of pesticide spraying and monitoring in strategically placed mosquito light traps with the SSC Fee area. The Hancock County Mosquito Control Commission is the only known vendor that can provide these aerial and land treatments within this area. There will be only one award made for this requirement. See Numbered Note 22.

This is a sole source commercial item acquisition under FAR Parts 6.301-1 and 12. The Government believes only one responsible source can provide the supplies that will satisfy the Agency’s requirements. This notice of intent is not a Request for Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. on August 02, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government.

This acquisition is unrestricted. The NAICS Code and Size Standard are 561710 and $6.5 Million respectively. The DPAS Rating for this procurement is DO-C9.

FOB is destination.

The anticipated release date of this RFQ is on or about August 03, 2006 with responses due NLT 3:00 PM August 11, 2006.

An Ombudsman has been appointed. See NASA Specific Note “B”.
