Description

NASA plans to issue a non-competitive Request for Proposal (RFP) to ATK Thiokol Inc., ATK Launch Systems Group for the completion of qualification and the production of Space Shuttle’s Booster Separation Motors (BSM’s) required for the remainder of the Space Shuttle Program. No other supplies or services will satisfy Agency requirements.

NASA/MSFC intends to acquire these services non-competitively from ATK pursuant to FAR 6.302-1. The continuous availability and reliability of booster separation motors is essential for operation of the Space Shuttle. The initial cost impacts associated with any new vendor are deemed prohibitive, and time will not permit a development and qualification program and still support the required Shuttle launch schedule.

The RFP will be released on or about June 8, 2006. A firm date for receipt of proposals will be stated in the RFP. Notification of interest and capability to respond to this requirement or to submit proposals in response to this synopsis should be provided to the Contracting Officer within 15 days of the date this synopsis is posted.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 22 and 26.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.

An Ombudsman has been appointed. See NASA Specific Note “B”.
