Description

NASA/SSC (NASA John C. Stennis Space Center, Mississippi) intends to procure professional services on a sole source basis from Lyceum, a Veteran-owned Small Business under the authority of FAR Part 13.106. The services are to assist in the development of a Disaster Preparedness Program that will assist NASA/SSC leadership in preparing for operations during natural disasters. NASA/SSC is re-evaluating the Emergency Operations and Contingency Planning processes and procedures throughout the different phases of emergency preparedness based on the lessons learned during Hurricane Katrina. This effort requires unique insights into the SSC Leadership Teams, the unique circumstances caused by changes in leadership, the devastation of Hurricane Katrina, and NASA’s vision as articulated in “Back to the Moon and on to Mars.” Key Lyceum personnel supported the emergency and recovery operations at SSC immediately after Hurricane Katrina and gained significant insight into the personal and professional demands forced on SSC employees during the disaster response. Lyceum personnel have extensive knowledge of the SSC mission and the challenges the center faces in preparing for future natural disasters the magnitude of Hurricane Katrina. The contactor shall design a sensible, yet aggressive strategy for incorporating both the leadership and management practices that will help elevate participants to a level of performance consistent with the demands of their mission and in preparation for the 2006 Hurricane Season. The effort shall not exceed 12 months in length.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 30 May 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
