Description
NASA/LaRC has a requirement for the development and evaluation of the Sensing and Intelligent Decision-Making Capabilities of the Concept Demonstrators for Ageless Aerospace Vehicles. NASA/LaRC intends to purchase the items from Australian Commonwealth Scientific and Industrial Research Organization (CSIRO), who is the only know responsible source and no other supplies or services will satisfy agency requirements. CSIRO is the only known vendor that possesses the customized, one of a kind concept demonstrator required for this effort. CSIRO’s approach includes a unique coupling of remote bond strength sensing with advanced telecommunications. CSIRO has developed concepts under software simulation which have been implemented on a hardware platform. It would take substantial duplicaton of time and money for another company to develop an acceptable approach and these costs are not expected to be recovered through competition. The Government does not intend to acquire a commercial item using FAR Part 12. Interested parties may submit their capabilities and qualifications to perform this effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 11, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon the responses received to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been approinted.
