Description

NASA/SSC has a requirement for services to perform the effort in the Statement of Work entitled, “Rapid Prototyping of NASA Data within NOAA Coral Reef Decision Support Tools”

NASA/SSC intends to purchase the items from the University of South Florida as only one responsible source can satisfy the agency requirements. A Justification for Non-Competitive Procurement is approved and included in the file.

The Statement of Work is as follows:

“Rapid Prototyping of NASA Data within NOAA Coral Reef Decision Support Tools”

Implementation Approach 1. Identify and acquire seasonal, usable MODIS scenes of the Exuma Bahama Islands (CREWS site) and the Florida Keys National Marine Sanctuary 2. Assist NASA with MODIS ocean color product generation for integration within the CREWS expert system and with the evaluation of the utility of these products for coral reef management within the Florida Keys 3. Extend University of South Florida detection method for “blackwater” events to CREWS; provide early detection and alarm of blackwater and other coastal anomalies impacting coral reefs to manager of Florida Keys National Marine Sanctuary 4. Assist NASA with documentation of project results

Deliverables 1. Dissemination of project results through a web-based format 2. Documentation of project processes and results 3. Submittal of project results to a peer-reviewed journal 4. Final Report documenting the results of the work performed

Schedule and Tasks 1. MODIS image selection and processing for CREWS use; team meetings to discuss efficient transfer of products; station match-ups with satellite data (July – September, 2005) 2. Integration of MODIS data into CREWS; verification and validation of MODIS data for CREWS application; implementation of USF anomaly detection techniques; documentation of results (July – January, 2006) 3. Presentation of results at relevant conferences and to NASA management; submittal of results for publication (December, 2005 – July, 2006)

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 30, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.

An Ombudsman has been appointed. See NASA Specific Note “B”.
