Description

NASA/Ames Research Center (ARC) plans to issue a Request for Proposal (RFP) for Aerospace Information Technology (AIT).    

ARC requires the performance of applied research to support the Aeronautical Projects and Programs/Systems Analysis Branch; NASA Advanced Supercomputing/Aerospace Applications Branch; and ARMY/NASA Rotorcraft Divisions at ARC.    

ARC develops and conducts a broad range of research, development and analysis activities, solving challenging problems important to the U. S. aerospace industry in fluid dynamics, aerodynamics and the broader cross-cutting aerosciences field.      

ARC performs a broad range of research, development and application in the areas of CFD and integrated computational simulations. The fluid dynamic/aerodynamic research and development activities utilize, and are integrated with, state-of-the-art information technology.      

ARC plans, directs, and conducts studies in the aerodynamics of aircraft at subsonic, transonic, and supersonic speeds.    

This work includes the development and application of methods that optimally integrate computational, experimental, and IT capabilities to predict aerodynamic flow fields, and the application of these methods to assist the aerospace industry in the design of aircraft such as commercial and military transports, rotorcraft, and military fighters, and of space transportation and exploration systems.    

ARC develops Simulation-based Design Systems, integrating IT, CFD, facilities, simulators, and computer systems to reduce the aircraft and space transportation system design-cycle cost and time.    

These integrated design systems help enable the U.S. Aerospace Industry to be competitive in the global marketplace and are used to support NASA?s Programs in the development of the next generation of aerospace technology. ARC carries out analytical and experimental investigations of specific aircraft, rotorcraft, missiles, and space vehicles requested by other NASA installations, other Government agencies, and private industry.      

ARC performs a broad range of CFD and system simulation algorithm and methodology development and code validation. ARC performs Systems Analysis and develops systems analysis capabilities for Programs including the NASA Aeronautics and Exploration Missions. ARC performs technology portfolio analysis for Aeronautics and Information technologies.     Integrating with technology study methods, this effort encompasses technology linkages and outcomes, value analysis, and tracking and visualization of portfolio analysis results. ARC develops methods for and performs mission, vehicle and technology risk analysis, and integrates those methods with engineering and high fidelity methods in support of system studies. The contractor shall provide on-site support in the development and application of methods for aerospace technology, and vehicle and mission analysis pursuant to task assignments issued by the Contracting Officer.       These services shall include the personnel, facilities, equipment and materials (unless otherwise provided by the Government) to accomplish the tasks.    

Task assignments will be issued to perform services including, but not limited to, the following areas: project management, systems engineering, research and analysis, software and system design and development, computer modeling, technical writing, administrative support, and other functions necessary to complete projects. The Contractor shall provide management and administrative functions necessary to effectively and efficiently manage the work performed under this contract. Knowledge of aero- and aerothermodynamics, computational fluid dynamics, aeronautics, applied information technology, risk analysis methods, and technology portfolio management is required to fulfill the requirements of this contract.    

The Government is contemplating the award of a performance-based contract that is Cost Plus Award Fee (CPAF).    

This procurement is a total small business set-aside. See Note 1.    

The NAICS Code and Size Standard are 541710 and 1,000 employees, respectively.    

NO PROPOSAL IS REQUESTED AT THIS TIME. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.    

NASA/ARC plans to release highlights from its Draft Acquisition Plan (DAP) in August/September 2004 timeframe via the ARC Business Opportunities homepage. The highlights document will offer more detail into the Government?s planned strategy for acquiring services in Aerospace Information Technology. The highlights document will be for information and planning purposes to allow industry to better understand and the acquisition strategy, and to promote competition.    

A draft RFP is anticipated to be released in October 2004. The release of the draft RFP will allow approximately thirty days for industry to comment or ask questions concerning any aspect of the solicitation, including the structure of the entire RFP.    

After all comments are received, the RFP may be revised and should be formally released to industry in the November/December 2004 timeframe with proposals due approximately 30 to 45 days later. Past performance data will be requested to be submitted prior to the anticipated proposal due date. These dates are preliminary and specific dates will be included with the documents when they are released. The Government anticipates that contract performance, after a Phase-In period, will begin in July 2005.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or other documents relating to this procurement.
