NASA/GSFC is hereby soliciting information about potential sources for Rapid Payload Rideshare.
The National Aeronautics and Space Administration (NASA) GSFC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the payload rideshare acquisition. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto.
No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis.
This is a market research activity initiated by NASA GSFC, Sciences and Exploration Directorate (SED). The SED is conducting research to determine potential sources for rideshare opportunities for NASA GSFC's and its partner's science and technology demonstration payloads. This will be a potential multiple-award contract for payload rideshare opportunities that includes services such as hosting, integration, launch and support of on-orbit operations of NASA GSFC and its partner's payloads. NASA GSFC is intending to release a multiple award contract Request for Proposal (RFP) for procurement of rapid rideshare opportunities for NASA GSFC and its partner's payloads by leveraging commercial launch opportunities and best practices. This activity is anticipated to be a potential multiple-award contract for payload rideshare opportunities that may includes services such as hosting, integration, launch and support of on-orbit operations of NASA GSFC and its partners payloads. The procurement strategy has not been finalized but NASA/GSFC is contemplating multiple Firm Fixed Price contracts where specific mission requirements will be competed amongst the awardees and an order awarded for that specific mission with applicable terms, conditions and requirements. Before posting the RFP, NASA GSFC is seeking comments from potential responders on the draft SOW. The attached draft Statement of Work (SOW) describes the details of this opportunity. It is important for prospective proposers to note that this multiple contract is intended to bring the costs down associated with the launch of individual payloads, and to maximize the frequency of launch of scientific and technology demonstration payloads. In addition to meeting mission requirements, cost will be an important factor in selecting successful vendor(s) who will respond to the proposed RFP and will provide the services. Identifying a not to exceed (NTE) price envelope for each class of rideshare opportunity (for example specified by mass and orbit), as well as a discount structure for multiple rideshare orders (within a given time frame) is proposed to be required when responding to this call (see section 4 of the Draft SOW). In particular NASA/GSFC is interested in soliciting comments from industry in the following areas;
1) How might a vendor meet the intent of these RFI documents using its own commercial practices?
2) From industry's perspective, what contract vehicle might allow us the most cost effective, rapid and flexible means of acquiring these services? NASA GSFC is interested in your ideas.
3) What suggestions and consideration might NASA want to consider in its pricing structure? How are discounts acquired in your commercial practice?
4) What programmatic and technical suggestions and considerations might NASA want to consider in order to help minimize the cost of future rideshare opportunities.
Host contractors that consider themselves capable of providing the services in the SOW are asked to provide comments on this SOW. A statement of contractor's capabilities must be accompanied with the comments on the SOW. A statement of capabilities must include:
1. Company name, address, point of contact name, phone number, e-mail address. 2. Size of the company, number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime) 3. History of company launches in the last 5 years and customers

The due date for responses is January 31, 2013.
Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references.
Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101.
This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
