NASA/LARC plans to issue a Request for Proposal (RFP) for Flight Critical Systems Research.
The Government does not intend to acquire a commercial item using FAR Part 12.
The NAICS Code and Size Standard are 541712 and 1,500, respectively.
All responsible sources may submit an offer which shall be considered by the agency.
The anticipated release date of the RFP is on or about December 10, 2012 with an anticipated offer due date of 60 days after RFP date of issuance. The RFP will include a two-year base period and three one-year option periods. The Government anticipates that its flight critical systems research requirements beyond the two-year base period may be consolidated into the follow-on to NASA Langley's Structures, Materials, Aerodynamics, Aerothermodynamics and Acoustics Research and Technology (SMAAART)contracts.
An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes. Therefore, before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. If resolution cannot be made by the contracting officer, interested parties may contact the installation ombudsman, whose name, address, telephone number, facsimile number, and email address may be found at: http://prod.nais.nasa.gov/pub/pub_library/Omb.html .
