NASA is releasing a Draft Request for Proposal (DRFP) for the Commercial Crew Integrated Design Contract (CCIDC). Previous releases regarding CCIDC were a Sources Sought Notice and Draft Requirements Documents under reference numbers: NNK11393769L and NASA_Commercial_Crew_Program.
This procurement is a full and open competition. The NAICS Code and Size Standard are 336414 and 1,000 employees, respectively. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
An ombudsman has been appointed - See NASA Specific Note "B".
Comments related to draft RFP Attachment J-2, Integrated Crew Transportation System Requirements - 1100 series, must be received on or before October 14, 2011 at 12:00 PM Eastern Time to be considered. All other draft RFP comments must be received on or before October 20, 2011 at 12:00 PM Eastern Time to be considered. All comments should not contain proprietary markings and must be submitted via email to: email@example.com.
A Requirements Workshop, a Pre-Solicitation Conference and One-on-Ones are scheduled for October 4, 5 and 6 at Kennedy Space Center, FL. The Requirements Workshop will discuss key features and changes since the May 2011 Requirements Workshop for each of the 1100 series documents. Additional information regarding times, location and registration information will be posted in the near future.
The DRFP is not a solicitation and the Government is not requesting proposals. This pre-solicitation synopsis is for planning and information purposes only. It is NOT to be construed as a commitment by the Government nor will the Government pay for any information solicited.
The draft solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
