Executive Summary

The draft Statement of Work (SOW) for the Crew Exploration Vehicle (CEV) system summarizes the work required for the first phase of the CEV acquisition. The SOW requires the contractor to design and develop the CEV system culminating in completion of a Preliminary Design Review (PDR). The CEV system design is required to meet as a threshold, the CEV Spiral 1 and 2 requirements, with the objective to meet the CEV Spiral 3 requirements. The SOW includes a parallel risk reduction effort culminating in a 2008 flight demonstration.

A down select milestone in 2008 will single out one prime Contractor for the remaining effort to complete vehicle design, certification, production and operations activities.

The content of this SOW includes the following:

Section 1, Program Management, covers program management, costs, and review milestone expectations by the Contractor. It establishes the associate products expected from the Contractor during this phase of the contract, as well as contractor relationships the prime CEV Contractor is expected to support.

Section 2, Systems Engineering and Integration, describes the system engineering and integration effort required of the Contractor. It establishes those products to be developed under Systems Engineering and Integration (SE&I), as well as the standards to be applied across all vehicle subsystems and ground systems, including the hardware and software standards to be applied to these efforts. This section also includes:

  • Support of a Constellation SE&I contractor led effort to allocate CEV system requirements from the System of Systems requirements, including the definition of external interfaces.
  • Support of associate contractor efforts for other Constellation systems to establish designs meeting those external interfaces.
  • Allocation of requirements from the system level to the subsystem levels, as defined in Section 5, Spacecraft.
  • A requirement for a Master Verification Plan (MVP), covering all certification and acceptance testing required for flight, ground, and facility systems. The MVP will be the roadmap of all required activities, with the majority of the effort covered in Section 5, Spacecraft, and section 7, Ground Systems.

Section 3, Safety and Mission Assurance, covers safety and mission assurance, product development, and support of requirements allocation, design, and certification activities covered in Sections 2, 5, 6, and 7.

Section 4, 2008 Flight Demonstration, covers the effort required by the Contractor to plan and execute at least one flight test.

Section 5, Spacecraft, includes the preliminary design and development of vehicle subsystems, vehicle integration and assembly plans, and certification plans. Allocation of system functions to subsystem functions will be included in the Work Breakdown Structure (WBS), which will be required as part of the Contractorís proposal.

Section 6, Operations, and Section 7, Ground Systems, provide for the development of operations and ground systems required for vehicle pre-flight processing, flight operations, and crew and ground personnel training.
